Program Introduction
There are currently two categories for Manitoba Provincial Nominee Program for skilled workers:
Skilled Worker in Manitoba (SWM)
Skilled Worker Overseas (SWO)
1. Skilled Worker in Manitoba
The Skilled Workers in Manitoba category is suitable for Manitoba graduates and overseas workers who meet the program requirements. This category is divided into two subcategories:
- Temporary Foreign Workers Category
- International Student Working Graduates Category
Temporary Foreign Workers Category:
Requirements for Applicants:
- Hold a valid work permit
- Have worked full-time in Manitoba for at least six months
- Have received a long-term job offer from an employer who has been employing them for at least six months
- Meet the training, education, licensing (if applicable) or certification requirements for the job
- Have the required language proficiency for the job
- Have a closer employment relationship with Manitoba than with any other province in Canada
- Provide a settlement plan if they become a permanent resident
- Provide proof of settlement funds
International Student Working Graduates Category:
Requirements for Applicants:
- Studied at a Manitoba public school or a registered private vocational or higher education institution (excluding language courses)
- Completed a full-time program of at least one year in length and received a diploma or certificate
- Have worked full-time in Manitoba for at least 6 months
- Have received a long-term job offer from an employer who has been employing them for at least 6 months
- Hold a valid post-graduation work permit
- Have the required language proficiency for the job
- Have a closer employment relationship with Manitoba than with other provinces in Canada
- Provide a settlement plan if they become a permanent resident
- Provide proof of settlement funds
Requirements for Employers (the same for both categories):
- Must have a legal business registered and operating in Manitoba (with production capacity, factory or operating premises)
- Must demonstrate the ability to employ full-time employees in Manitoba on a long-term basis
- Self-employment, illegal work or any work experience accumulated during full-time study (such as internships during study periods) will not be counted as work experience
- Self-employed individuals, business owners, company operators, and independent contractors are not eligible to apply for Manitoba immigration as their work experience is not counted.
Application Process:
- Conduct an assessment for the client and sign a contract
- Submit an Expression of Interest (EOI) and obtain scores in the Comprehensive Ranking System
- The Manitoba government selects applicants based on their scores, and those with high enough scores will receive a Letter of Advice to Apply (LAA) from the provincial government
- After receiving an LAA, submit a formal provincial nomination application
- Once the provincial nomination is approved, apply for permanent residency with IRCC
- Undergo medical examinations and background checks
- Obtain an immigration visa and then land in Canada
2. Skilled Worker Overseas (SWO)
The Skilled Worker Overseas (SWO) of Manitoba Provincial Nominee Program (MPNP) is designed for overseas skilled workers who can demonstrate a close connection with Manitoba.
Applicants can prove their connection with Manitoba in the following ways:
- Manitoba Support:
Applicants have a friend or relative who lives in Manitoba and is willing and able to sponsor the applicant’s settlement plan to Manitoba, as well as help them find employment in the destination city. Manitoba support sponsor must meet the following requirements:
- Can provide proof of residing in Manitoba for at least one year (e.g. Manitoba Health card);
- A Canadian citizen or permanent resident;
- Can prove a close connection with Manitoba and the applicant;
- Can prove sponsorship of previous applicants who have settled in Manitoba for a long term (if any);
- Can support the applicant’s settlement plan;
- If sponsoring a relative, both the applicant and sponsor must provide proof of family relationship. If a relative can demonstrate sufficient ability, they can sponsor more than one skilled worker at the same time. If sponsoring a friend or distant relative, the sponsor can only sponsor one applicant at a time;
- The applicant needs to have sufficient skills, language proficiency, employability, sufficient settlement funds, and genuine settlement intention.
- Manitoba Experience:
The Manitoba Experience pathway is designed for applicants who have previously worked or studied in Manitoba and lived in Manitoba.
- Applicants have worked full-time for a Manitoba employer for at least 6 consecutive months;
- If the applicant has worked in Manitoba, they must submit proof of employment and work permit from the employer;
- Applicants have enrolled in and completed a designated education program at a Manitoba educational institution (excluding language courses);
- If the applicant has studied in Manitoba, they must submit proof of study permit, school transcripts, and graduation certificate.
- Manitoba Invitation:
The Manitoba government will periodically invite eligible candidates to apply for Manitoba Provincial Nomination from the Strategic Recruitment Initiative.
